SENATE CONCURRENT RESOLUTION NO. 4

Requesting the division of highways name that section of highway 55 from the Cranberry visitor center to the top of Elk mountain where highway 55 intersects route 219 the "Jennings Randolph Scenic Highway", with appropriate signs to be erected.

Whereas, Jennings Randolph served the state of West Virginia in Congress as a representative and a senator with honor, integrity and compassion throughout his dedicated tenure of public service, which spanned a period of over five decades; and
Whereas, Jennings Randolph was first elected to the House of Representatives in 1932 and is the last surviving member of the "New Deal" Congress that served with President Franklin Roosevelt during the Great Depression; and
Whereas, Jennings Randolph was active in passing legislation to develop increased educational and training opportunities for all, including the Manpower Development and Training Act, the Elementary and Secondary Education Act, the Higher Education Facilities Act and others; and
Whereas, Jennings Randolph was the principal sponsor and Senate floor manager of the Appalachian Regional Development Act of 1965, which authorized a regional economic development program for West Virginia and eleven other Appalachian states, and Jennings Randolph played a major role in passing the revised Appalachian Development Act of 1967, which provided for the Appalachian highway program; and
Whereas, Jennings Randolph worked tirelessly on behalf of the poor, disabled, elderly and working people of this country, helping to pass Medicare, the Full Employment Act, the National Labor Relations Act and legislation aiding blind and otherwise disabled persons; and
Whereas, Jennings Randolph became known as the "humanitarian senator" because of his tireless efforts on behalf of such people in need; therefore, be it
Resolved by the Legislature of West Virginia:
That highway 55 from the Cranberry visitor center to the top of Elk mountain where highway 55 intersects route 219 be named the "Jennings Randolph Scenic Highway" in honor of this great West Virginia statesman and that appropriate signs so designating this highway be erected; and, be it
Further Resolved, That the Clerk of the Senate is hereby directed to forward a copy of this resolution to Jennings Randolph and the commissioner of the division of highways.
